「中東和平プロセスに関する決議案」趣旨説明（和文）

●議長、ご発言の機会を頂き、ありがとうございます。

日本国会代表団の玄葉光一郎と申します。

●昨年は、６月に、パレスチナ武装勢力によるイスラエルへの攻撃等を契機としたイスラエル軍のガザ地区への侵攻、さらには、７月に、ヒズボラによるイスラエルへの攻撃等を契機としたイスラエル軍のレバノン南部への侵攻がなされ、中東和平プロセスをめぐる情勢は混迷を極めたところです。

●その後、８月には、国連安保理決議を受けてイスラエルとヒズボラの間で停戦が成立し、11月には、イスラエルとパレスチナの間で停戦が成立、さらには、12月にはオルメルト首相とアッバース大統領の直接対話が行われるなど、明るい兆しも見えつつあるものの、現在の状況はかなり危機的であるという認識を共有すべきであり、決して放置することがあってはなりません。

●このように中東和平に向けて極めて重要な時期にある現在、APPFとしても、イスラエル・パレスチナ双方に対して、包括的かつ永続的な中東和平の実現に向けた紛争の平和的な解決に向けての努力を呼びかけていくとともに、中東和平を混乱に陥れる過激派による暴力とテロの排除を訴えていくことが必要であります。さらに、APPF加盟国に対しても、中東和平プロセスに対するあらゆる支援と協力を行うことを強くお願いしたいと思います。

●このような認識の下、日本国会代表団として「中東和平プロセスに関する決議案」を提案しております。

Explanatory Comments on the

“Draft Resolution on the Middle East Peace Process”

・ Mr. Chairman, I thank you for this opportunity to address this session.

I am Koichiro Gemba, member of the Japanese Delegation.

・ Conditions surrounding the Middle East peace process have reached extreme confusion and uncertainty as a result of various developments that took place in 2006. In June, the Israeli military invaded the Gaza Strip following attacks and other acts of hostility on Israel by armed Palestinian forces. In July, the Israeli military invaded southern Lebanon following attacks and other acts of hostility on Israel by Hizbollah.   

・ In August, a ceasefire was reached between Israel and Hizbollah following a resolution of the U.N. Security Council. In November, a ceasefire was reached between Israel and the Palestinian Authority. Furthermore, in December, Prime Minister Olmert and President Abbas engaged in direct dialogue. Notwithstanding these promising developments, we must share in the awareness that current conditions are critical and must not be left unattended.

・ In this period of extreme importance for the Middle East peace process, APPF must call on both the Israeli and the Palestinian sides to work towards the realization of comprehensive and permanent Middle East peace by endeavoring to achieve a peaceful settlement of conflicts and to eliminate acts of violence and terrorism by radical elements, which would derail the Middle East peace process. Furthermore, I would like to strongly urge all APPF member states to provide all possible means of support and cooperation for the Middle East peace process.

 ・ With these matters in mind, the Japanese Delegation has submitted a “Draft Resolution on the Middle East Peace Process.”
